Bismillah....

Leadership in Islam is a crucial institution

-the leaders of the Muslims:
-scholars, those in political office and those on the battlefield
-Muhammad (pbuh) held all three offices

Women taking a portfolio:
-she can be the governor of a state or president of entire country
-but she can not be the caliph

Narrated By Abu Bakra: During the battle of Al-Jamal, Allah benefited me with a Word (I heard from the Prophet). When the Prophet heard the news that the people of the Persia had made the daughter of Khosrau their Queen (ruler), he said, "Never will succeed such a nation as makes a woman their ruler." [Sahih Bukhari, Vol 9, Book 88, Hadith #219]

When Umar was the caliph,
-he had women as Minister of Finance and no one objected
-Muhammad said all of us are shepherds
-the man is the ameer of the home [and maintain/protect women]

Men are the protectors and maintainers of women, because Allah has made one of them to excel the other,.. (An-Nisa 4:34)

It has been narrated on the authority of Ibn 'Umar that the Holy Prophet (SAW) said: Beware, every one of you is a shepherd and every one is answerable with regard to his flock. The Caliph is a shepherd over the people and shall be questioned about his subjects (as to how he conducted their affairs). A man is a guardian over the members of his family and shall be questioned about them (as to how he looked after their physical and moral well-being). A woman is a guardian over the household of her husband and his children and shall be questioned about them (as to how she managed the household and brought up the children). A slave is a guardian over the property of his master and shall be questioned about it (as to how he safeguarded his trust). Beware, every one of you is a guardian and every one of you shall be questioned with regard to his trust. [Sahih Muslim, Book 20, Hadith #4496]

CONDITIONS TO BE SINCERE TO THE LEADER:

1. OBEY YOUR LEADER

O you who believe! Obey Allah and obey the Messenger (Muhammad SAW), and those of you (Muslims) who are in authority. (And) if you differ in anything amongst yourselves, refer it to Allah and His Messenger (SAW), if you believe in Allah and in the Last Day. That is better and more suitable for final determination. (An-Nisa 4:59)

-the Sahabahs went out w/ a leader [ameer] and he told them
-to build a fire and then he said, 'jump in the fire'
-but they disobeyed him and Muhammad (pbuh) said
-it was good they did not obey him
-the leader must obey Allah and his Rasool (saws)

Ibn Umar (RA) reported that Allah’s Messenger (SAW) said, ‘It is incumbent on a Muslim person to listen and obey whether he likes it or hates it as long as he is not commanded to commit sin. If he is given command to sin then he must neither listen nor obey.” [Muslim 1839, Tirmidhi 1713]

-we can't be obedient to the "created" things
-if we disobey the "Creator" of things
-the man is ameer of the home but if he says to do something haraam,
-she is to disobey him
-she is to tell her wali
-women can't do haraam just because the husband said to do it
-if he wanted her to go to a Christmas party, she should refuse him,
-especially if he says to take off hijab

Mirza Ghulam Ahmed - he used this ayah to tell Muslims of India to say
-they can't rebel against British rule

O you who believe! Obey Allah and obey the Messenger (Muhammad SAW), and those of you (Muslims) who are in authority. (And) if you differ in anything amongst yourselves, refer it to Allah and His Messenger (SAW), if you believe in Allah and in the Last Day. That is better and more suitable for final determination. (An-Nisa 4:59)

-but we refute w/ the same ayah!
-the British were colonialists and imperialists so he
-(Mirza) was not to manipulate this ayah
-when someone gives a wrong tafseer of an ayah, it is a SPIN not tafseer
-when munafiqoon and zindeeq [heretics] give a tafseer,
-we know it is a SPIN not a tafseer

The Wicked Scholars:
-they are not our leaders
-we can't obey Qaradawi who said we can go and fight the mujahideen

-Abu Baseer made takfir on him [pronouncing hukm on someone
-as to say they are a kaafir]
-zindeeq .. make up their own HISLAM
-these wicked scholars say they are our leaders
-but we refer to them as scholars but
-Allah 'tala said they are donkeys and dogs
-if we call them scholars, we have weak eeman

And recite (O Muhammad SAW) to them the story of him to whom We gave Our Ayat (proofs, evidences, verses, lessons, signs, revelations, etc.), but he threw them away, so Shaitan (Satan) followed him up, and he became of those who went astray. (Al-A'raf 7:175)

And had We willed, We would surely have elevated him therewith but he clung to the earth and followed his own vain desire. So his description is the description of a dog: if you drive him away, he lolls his tongue out, or if you leave him alone, he (still) lolls his tongue out. Such is the description of the people who reject Our Ayat (proofs, evidences, verses, lessons, signs, revelations, etc.). So relate the stories, perhaps they may reflect. (Al-A'raf 7:176)

-if we worship personalities instead of Allah, we'll call them "scholars"
-when we're weak in eeman, we think that when bin Baz passed a fatawa
-to allow the US inside Muslim countries
-this was ok ... it was not!
-in the west, people worship celebrities instead of Allah 'tala

The likeness of those who were entrusted with the (obligation of the) Taurat (Torah) (i.e. to obey its commandments and to practise its legal laws), but who subsequently failed in those (obligations), is as the likeness of a donkey who carries huge burdens of books (but understands nothing from them) How bad is the example (or the likeness) of people who deny the Ayat (proofs, evidences, verses, signs, revelations, etc.) of Allah. And Allah guides not the people who are Zalimûn (polytheists, wrong-doers, disbelievers, etc.). (Al-Jumu'ah 62:5)

There are 3 types of scholars:
-SINCERE
-WICKED
-SINFUL

**a sinful one has a girlfriend but we don't know about it [example]
**sincere follows Qur'an and Sunnah
**a wicked one passes fatawa that girlfriends are halal [example]

--wicked scholars are kaafirs because they make haraam, halal
--we can't take our deen from a wicked scholar

Shaykh al-Islam Ibn Taymiyyah (d. 728H): “Whenever a person makes halal what is haraam by consensus or makes haraam what is halal by consensus or replaces the Sharee’ah that is agreed upon by consensus, then he is a Kaffir by the agreement of the scholars of Fiqh.” – “Al-Fataawa”, Vol. 3/267

Those who seek to change Islam

-in order to cement the throne of apostate leaders
-have a failed dawah
-look at Tunisia, Libya, Egypt, and Syria
-these leaders are falling one by one ...
-in the order they fell ..look at Tunisia, Egypt,
-Libya, and Yemen and next: Syria

The scholars and laymen agree that if we dismantle the Shariah, we're a kaafir

Prophet (saws) said topple the leader if you see clear kufr [Bukhari Vol 9 Page 146]

-example: joining the UN, or set up riba banks
-dumping scholars in prison esp those demanding Shariah
-example: when they give their money to the IMF
-or when they give money to buy weapons to harm the mujahideen

Contrary: if we kill a man for impregnated our daughter, we're not a kaafir
-some murder makes us a sinner and some makes us a kaafir

2. WE SHOULD LOVE OUR LEADER [if he is just and pious]
-we're not to hate a just ruler, an old Muslim, or a scholar of Islam

Al-Ash'ari said, "Part of respect for Allah is to show respect to an old Muslim and to someone who knows the Qur'an, as long as he does not go to excess in it nor turn away from it, and to respect a just ruler." [Al-Adab al-Mufrad Al-Bukhari, Hadith #357]

If you hate one of three people, you’re a munafiqh:
1.old Muslim
2.scholar
3.just ruler

3. WE ARE TO RESPECT OUR LEADER

-this applies to all Muslim leaders

O you who believe! Do not put (yourselves) forward before Allah and His Messenger (SAW), and fear Allah. Verily! Allah is All-Hearing, All-Knowing. (Al-Hujurat 49:1)

O you who believe! Raise not your voices above the voice of the Prophet (SAW), nor speak aloud to him in talk as you speak aloud to one another, lest your deeds may be rendered fruitless while you perceive not. (Al-Hujurat 49:2)

Ibn 'Umar reported that the Prophet (SAW), said, "A Muslim man must hear and obey both in respect of what he likes and dislikes, unless he is commanded to do a wrong action. If he is commanded to do a wrong action, he should not hear or obey." [al-Bukhari and Muslim]

4. DO NOT ASK OUR LEADER EXCESSIVE QUESTIONS

On the authority of Abu Hurayrah (RA) who said: I heard the Messenger of Allah (SAW) say, "What I have forbidden for you, avoid. What I have ordered you [to do], do as much of it as you can. For verily, it was only the excessive questioning and their disagreeing with their Prophets that destroyed [the nations] who were before you." Related by al-Bukhari and Muslim.

5. WHEN WE ARE W/ OUR LEADER, DO NOT BE A MURJIF

-[always spreading negativity]
-we can't be complaining about the snow/heat, day/night
-do not make the morale of the Muslims go down
-do not sow the seeds of sedition and chaos
-some Muslims are very, very naive

Had they marched out with you, they would have added to you nothing except disorder, and they would have hurried about in your midst (spreading corruption) and sowing sedition among you, and there are some among you who would have listened to them. And Allah is the All-Knower of the Zalimûn (polytheists and wrong-doers, etc.). (At-Tawbah 9:47)

Abu Esa

-depends on handouts from the government in UK
-he said he is the caliph and demanded bayah to him
-some gave it to him because they were naive

6. WE ARE NOT ALLOWED TO GIVE THE LEADER WRONG ADVICE
-The Rasul (saw) said religion is good advice

On the authority of Tamim Al-Dari that the prophet said: "Religion is sincerity". We said: "To whom?" He said: "To Allah and His Book, and His messenger, and to the leaders of the Muslims and their common folk". [Sahih Muslim, Book 1, Hadith #98]

1. “When you meet him greet him” 2. “When he invites you, respond to him 3. “When he seeks counsel, give him advice” 4. “When he sneezes and praises Allah, say to him: ‘May Allah have mercy on you (Yarhamokallah)” 5. “When he is sick, visit him” 6. “And when he dies, follow his funeral” [Sahih Muslim, Book 026, Hadith #5379]

WE HAVE 6 RIGHTS OVER EACH OTHER

-one is to give good advice when counsel is sought
-the person you should give sincere advice is to the leader

MUSTA'SIM:
-this caliph didn't practice al walaa wal baraa
-he chose a Shia to be his advisor
-the Shia don’t worry about the Tatars,
-the women and children will throw stones at them and they will run away
-the Tatars killed women and children
-aqeedah, fiqh, surah, hadith, were destroyed by the Tatars
-this took place 1258 AD
-They didn’t kill one of the son’s because they were mesmerized by him,
-he was handsome
-you have to give good advice to the Muslims
-especially the leader of the Muslims

7. DO NOT PUT PRESSURE ON THE LEADER TO SELL OUT
-many of you put pressure on shaikhs to say democracy is allowed
-if you don’t compromise the deen they slander your name
-they find Islam too strict
-they will like you to say
-"I can drink but I will not be drunk when I come to salah"
-don’t put pressure on the military leaders
-to go into permanent peace treaties
-the Muslims put pressure on the scholars
-to make them become wicked scholars

The believers, men and women, are Auliya' (helpers, supporters, friends, protectors) of one another, they enjoin (on the people) Al-Ma'rûf (i.e. Islamic Monotheism and all that Islam orders one to do), and forbid (people) from Al-Munkar (i.e. polytheism and disbelief of all kinds, and all that Islam has forbidden); they perform As-Salat (Iqamat-as-Salat) and give the Zakat, and obey Allah and His Messenger. Allah will have His Mercy on them. Surely Allah is All-Mighty, All-Wise. (At-Tawbah 9:71)

-you encourage each other to hold on to the deen
-When shaikh was in UK an African asked to marry a Japanese girl
-she was Buddhist
-Shaikh said that he couldn’t marry her and he gave him a look,
-because he didn’t want to accept that
-they want you to pass dodgy fatwas
-throw in their towels in the ring
-but there are Muslim women to marry so there was
-no reason to marry the Buddhist girl

..Help you one another in Al¬ Birr and At¬ Taqwa (virtue, righteousness and piety); but do not help one another in sin and transgression. And fear Allah. Verily, Allah is Severe in punishment. (Al-Ma'idah 5:2)

8. DO NOT CREATE MUTINY AGAINST OUR LEADER

Disunity is a great evil ~ Abdullah ibn Masood

-so he submitted to Uthmaan not joining his salah
-there is hadith for this

Abd-Allaah ibn Masood (RA), who criticized Uthmaan (RA) for offering the prayer in full in Mina, but despite that he also offered the prayer in full. When he was asked about that he said: Disunity is evil. [Narrated by Abu Dawood (1960)]

9. DO NOT TOPPLE THE LEADER IF HE DOES 3 THINGS....

1 AL WALAA WAL BARAA
2 SHARIAH
3 JIHAD

-the Mu’tazilites had the belief that the Qur'an was created
-Ma'moon hated Ibn Hanbal and said he was going to chop off his head

WHY IBN HANBAL DIDN'T MAKE TAKFIR ON HIM:
-because to believe the Qur'an was created, you're a kaafir
-Allah doesn't create his speech
-and Ma'moon didn't take sides against Islam,
-he did jihad and he practiced Shariah
-you say to the leader, you aqeedah is between you and Allah

10. DO NOT TAKE SIDES w/ THE ENEMIES OF ISLAM AGAINST YOUR LEADER

O you who believe! Take not My enemies and your enemies (i.e. disbelievers and polytheists, etc.) as friends, showing affection towards them, while they have disbelieved in what has come to you of the truth (i.e. Islamic Monotheism, this Qur'an, and Muhammad SAW), and have driven out the Messenger (Muhammad SAW) and yourselves (from your homeland) because you believe in Allah your Lord! If you have come forth to strive in My Cause and to seek My Good Pleasure, (then take not these disbelievers and polytheists, etc., as your friends). You show friendship to them in secret, while I am All-Aware of what you conceal and what you reveal. And whosoever of you (Muslims) does that, then indeed he has gone (far) astray, (away) from the Straight Path. (Al-Mumtahinah 60:1)

O you who believe! Take not the Jews and the Christians as Auliya' (friends, protectors, helpers, etc.), they are but Auliya' to one another. And if any amongst you takes them as Auliya', then surely he is one of them. Verily, Allah guides not those people who are the Zalimûn (polytheists and wrong¬doers and unjust). (Al-Ma'idah 5:51)

-He had a Shiite as an advisor
-He didn’t practice al wala wa baraa and paid the ultimate price
-in 1258 AD, he paid the ultimate price

11. WE ARE NOT ALLOWED TO HIGHLIGHT THE WEAKNESSES OF OUR LEADER

-you should have sabr with the weaknesses of our leader
-if you hide the secret sins of the Muslims,
-Allah will hide your sins in this life and the next

Abu Hurayrah (RA) reported that Allah’s Messenger (SAW) said “If anyone relieves a Muslims hardship in this world then Allah will remove from him a hardship of the hereafter. And if anyone conceals a Muslims fault then Allah will conceal (his fault) in the world and the hereafter. And Allah goes on helping the slave as long as the slave helps his brother. [Tirmidhi 1430, Muslim 2699, Abu Dawud 4946, Ahmed 7431]

-The Rasul (saw) said if you see a weakness in a Muslim be patient

12. DO NOT CALL OUR LEADER A DEROGATORY NAME
-insulting words
-Abu Hanifa, a man who hated him said Abu Gifa
-Abu Gifa means the father of the dead carcass
-The man died on the toilet

O you who believe! Let not a group scoff at another group, it may be that the latter are better than the former; nor let (some) women scoff at other women, it may be that the latter are better than the former, nor defame one another, nor insult one another by nicknames. How bad is it, to insult one's brother after having Faith [i.e. to call your Muslim brother (a faithful believer) as: "O sinner", or "O wicked", etc.]. And whosoever does not repent, then such are indeed Zalimûn (wrong-doers, etc.). (Al-Hujurat 49:11)

-You are suppose to respect your leader

13. DO NOT WITH-HOLD YOUR BAYAH FROM OUR LEADER
-[if he pious and just]
-bay’ah = oath of allegiance
-the Shiites said we follow Imam Ali
-but if they do, why not give their bayah to Umar and Abu Bakr
-to be sincere to the leader you are not allowed to uphold his bay'ah
-when we're new to a community, we should search for
-Ahlus Sunnah wal Jamm'ah to pray behind them
-a Barelvis cannot lead you in salah

Help you one another in Al¬ Birr and At¬ Taqwa (virtue, righteousness and piety); but do not help one another in sin and transgression. And fear Allah. Verily, Allah is Severe in punishment. (Al-Ma'idah 5:2)

It has been reported on the authority of Nafi, that 'Abdullah b. Umar paid a visit to Abdullah b. Muti' in the days (when atrocities were perpetrated on the People Of Medina) at Harra in the time of Yazid b. Mu'awiya. Ibn Muti' said: Place a pillow for Abu 'Abd al-Rahman (family name of 'Abdullah b. 'Umar). But the latter said: I have not come to sit with you. I have come to you to tell you a tradition I heard from the Messenger of Allah (may peace be upon him). I heard him say: One who withdraws his band from obedience (to the Amir) will find no argument (in his defence) when he stands before Allah on the Day of Judgment, and one who dies without having bound himself by an oath of allegiance (to an Amir) will die the death of one belonging to the days of Jahillyya. [Sahih Muslim, Book 20, Hadith #4562]

14. DO NOT REFUSE TO PRAY BEHIND YOUR LEADER UNLESS HE IS A ZINDEEQ

-you are allowed to pray behind Ashaa’ira
-Shaikh learned in University, a man lead fajr,
-he was drunk and pray 3 rakah (in Iraq)
-Bilal Philips said he wouldn’t pray behind a drunk
-if you pray behind a person like that
-your salah is accepted and his is bautil
-his salah is bautil because he is drunk,
-he has no salah for 40 days and 40 nights
-Ibn Abbas use to pray behind Hajjaj, a murderer
-if you pray behind an evil person and don’t have the power to remove him,
-your salah is accepted and his salah is bautil
-you are allowed to pray behind such a person
-because the regime put him in such an office

15. ANSWER THE CALL OF OUR LEADER TO JIHAD even if he is a deviant
-when Ma'moon rallied for jihad, the Muslims got behind him
-we're to take the war to the kuffaar

On the authority of Imraan ibn Hussain who said: “The Messenger of Allah (saw) said, ‘A group of people from my Ummah will continue to fight for the sake of the truth until the last of them fights the Dajjal (anti-Christ) (Al Hakin in his book Al-Mustadrak Vol. 4 pg.450)

16. DO NOT CANVASS FOR OR DECLARE YOURSELF A LEADER WHEN THE MUSLIMS ALREADY AGREED ON A LEADER

-whenever you decide on a caliph and someone says
-they want to be the caliph,
-the Rasul (saw) said chop off the head of the 2nd man
-by you claiming this, you are a person of fitnah
-the Rasul (saw) whenever a man asks for leadership,
-do not give it to him

It has been narrated on the authority of 'Abd al-Rahman b. Abd Rabb al-Ka'ba who said: I entered the mosque when 'Abdullah b. 'Amr b. al-'As was sitting in the shade of the Ka'ba and the people had gathered around him. I betook myself to them and sat near him. (Now) Abdullah said: I accompanied the Messenger of Allah (may peace be upon him) on a journey. We halted at a place. Some of us began to set right their tents, others began to compete with one another in shooting, and others began to graze their beasts, when an announcer of the Messenger of Allah (may peace be upon him) announced that the people should gather together for prayer, so we gathered around the Messenger of Allah (may peace be upon him). He said: It was the duty of every Prophet that has gone before me to guide his followers to what he knew was good for them and warn them against what he knew was bad for them; but this Umma of yours has its days of peace and (security) in the beginning of its career, and in the last phase of its existence it will be afflicted with trials and with things disagreeable to you. (In this phase of the Umma), there will be tremendous trials one after the other, each making the previous one dwindle into insignificance. When they would be afflicted with a trial, the believer would say: This is going to bring about my destruction. When at (the trial) is over, they would be afflicted with another trial, and the believer would say: This surely is going to be my end. Whoever wishes to be delivered from the fire and enter the garden should die with faith in Allah and the Last Day and should treat the people as he wishes to be treated by them. He who swears allegiance to a Caliph should give him the pledge of his hand and the sincerity of his heart (i.e. submit to him both outwardly as well as inwardly). He should obey him to the best of his capacity. If another man comes forward (as a claimant to Caliphate), disputing his authority, they (the Muslims) should behead the latter. The narrator says: I came close to him ('Abdullah b. 'Amr b. al-'As) and said to him: Can you say on oath that you heard it from the Messenger of Allah (may peace be upon him)? He pointed with his hands to his ears and his heart and said: My ears heard it and my mind retained it. I said to him: This cousin of yours, Mu'awiya, orders us to unjustly consume our wealth among ourselves and to kill one another, while Allah says: "O ye who believe, do not consume your wealth among yourselves unjustly, unless it be trade based on mutual agreement, and do not kill yourselves. Verily, God is Merciful to you" (iv. 29). The narrator says that (hearing this) Abdullah b. 'Amr b. al-As kept quiet for a while and then said: Obey him in so far as he is obedient to God; and disobey him in matters involving disobedience to God. [Sahih Muslim, Book 20, Hadith #4546]

It has been narrated on the authority of Aba Sa'id al-Khudri that the Messenger of Allah (SAW) said: When oath of allegiance has been taken for two caliphs, kill the one for whom the oath was taken later. [Sahih Muslim, Book 20, Hadith #4568]

Narrated By Abu Musa: Two men from my tribe and I entered upon the Prophet. One of the two men said to the Prophet, "O Allah's Apostle! Appoint me as a governor," and so did the second. The Prophet said, "We do not assign the authority of ruling to those who ask for it, nor to those who are keen to have it." [Sahih Bukhari, Vol 9, Book 89, Hadith #263]

17. SPEND FOR THE NOBLE PROJECTS OF THE LEADER

-especially
-dawah, infrastructure and jihad
-and charity to the poor and needy

Jabir ibn Abdullah reported: I observed prayer with the Messenger of Allah on the Id day. He commenced with prayer before the sermon, without adhan or Iqama. He then stood up leaning on Bilal and he commanded (them) to be on guard (against evil for the sake of) Allah and he exhorted (them) on obedience to Him, and he preached to the people and admonished them. He then walked on till he came to the women and preached to them and admonished them and encouraged them to give alms, for most of them are the fuel for Hell. A woman having a dark spot on her cheek stood up and said, "Why is it so, Messenger of Allah?". He said, "For you grumble often and show ingratitude to your spouses". And they began to give alms out of their ornaments such as their earrings and rings, which they threw in the cloak of Bilal. [Sahih Muslim, Book 4, Hadith #1926]

Bilal was sent to collect charity from women

-and they took off their jewelry to give him for the expedition
-The women of Medina donated wealth to the Rasul (saw) to go to jihad

Umar ibn Khattab (RA) narrated: Allah’s Messenger (SAW) commanded us to give Sadaqah (charity). That coincided with my possession of some wealth at that time, so I thought, “Today I will outdo Abu Bakr, if I do.” So, I brought half of my wealth. Allah’s Messenger (SAW) asked me, “What have you retained for your family?” I said, “The like of it.” Abu Bakr came with all that he had. He asked him, “0 Abu Bakr, what have you retained for your family?” He said, “I have kept a side for them Allah and His Messenger.” I said, “Never will I overtake him in anything.” [Tirmidhi 3695, Abu Dawud 1678]

O you who believe! If you help (in the cause of) Allah, He will help you, and make your foothold firm. (Muhammad 47:7

You cant help Allah,
-you are poor and Allah is rich
-you help Allah by helping the cause of Allah
-especially the dawah and mujahideen

18. ALWAYS CHOOSE THE MOST QUALIFIED CANDIDATE TO BE OUR LEADER
-when we choose one who is less pious, we cheat the Muslims

THE CONDITIONS TO BECOME THE CALIPH:

1. MUSLIM
2. MATURE
3. MALE
4. SANE, NOT A MADMAN
5. FREE, NOT IN PRISON

-if he is in prison, according to Shariah, he has lost his amirship

6. JUST
-the scholars said this covenant is talking about leadership

And (remember) when the Lord of Ibrahim (Abraham) [i.e., Allah] tried him with (certain) Commands, which he fulfilled. He (Allah) said (to him), "Verily, I am going to make you a leader (Prophet) of mankind." [Ibrahim (Abraham)] said, "And of my offspring (to make leaders) (Allah) said, "My Covenant (Prophethood, etc.) includes not Zalimûn (polytheists and wrong-doers)." (Al-Baqarah 2:124)

7. PATIENT AND COMPASSIONATE

-The Rasul (saw) was gentle when they thought the battle was over

And by the Mercy of Allah, you dealt with them gently. And had you been severe and harsh¬hearted, they would have broken away from about you; so pass over (their faults), and ask (Allah's) Forgiveness for them; and consult them in the affairs. Then when you have taken a decision, put your trust in Allah, certainly, Allah loves those who put their trust (in Him). (Aali Imran 3:159

8. WISE

-even the fools Allah said not to give money to the fools to spend
-How can you give your money to the fool to run the Ummah?
9. ALIM [he must be a scholar]
10. MUJAHID
[he should lead by example] the way Haroon ar-Rashid did

11. FREE FROM DISABILITY
-not a blind man, a man in a wheelchair

12. QURAYSH should be his tribe
-this is to avoid fitnah
-it is the most noble tribe

Narrated By Jabir bin Samura: I heard the Prophet saying, "There will be twelve Muslim rulers (who will rule all the Islamic world)." He then said a sentence which I did not hear. My father said, "All of them (those rulers) will be from Quraish." [Sahih Bukhari, Vol 9, Book 89, Hadith #329]

Allah's prophet (SAW) said: This matter (rule) will remain with the Quraish even if only two from them existed. [Sahih Bukhari, Volume 9, Book 89, Number 254]

This matter (rule) will remain with the Quraish, and none will rebel against them, but Allah will throw him down on his face, as long as the Quraish uphold the Deen. [Sahih Bukhari, Volume 9, Book 89, Number 253]
